Why does the Region raise flags?

    We raise flags to recognize significant observances, cultural celebrations, communities, causes or organizations, to enhance public awareness and foster a sense of belonging and pride among community members. Flag raisings provide an opportunity for education, dialogue and inclusivity, reinforcing Durham’s community vision of connected, caring and welcoming communities.

    What is a proclamation?

    A proclamation request is a formal request made to a municipal government by a community group or organization, to designate a specific day, week or month to recognize a significant observance, cultural celebration, community, cause or organization.

    How do I apply to raise a flag?

    To apply, fill out the Community Flag Raising Application found on the Region’s Community Flag Raising page. This request must be submitted 30 days prior to the event.

    How do I apply for a proclamation?

    To apply, fill out the Request for Greeting, Certificate or Proclamation form found on durham.ca/RegionalChair.

    Does the Canadian flag fly at Regional Headquarters?

    Yes, permanently outside of the west main entrance. Durham Region has a Community Flag Policy in place and follows a specific flag configuration.

    What is the criteria for a community flag raising?

    • "Community flagpoles" means the flagpoles which are designated to fly flags that represent Durham Region community organizations or represent significant observances or commemorations that align with corporate values.
    • One community flagpole will remain dedicated to the Canadian flag.
    • Community flags shall be those of a charitable or non-profit organization in Durham Region.
    • Flags that endorse commercial or for profit businesses, religions, governments or political parties/entities are not permitted to be flown.
    • Flags that are from groups whose activities are not aligned with The Region of Durham’s corporate values will not be permitted.
    • The Region of Durham reserves the right to deny an application for a community flag to fly.
    • The decision to grant, or refuse, permission to fly a community flag is in the absolute unfettered discretion of the Region of Durham.
    • Flags will be flown in accordance with an endorsement from the Region of Durham.

    How much does raising a flag cost taxpayers?

    Flags are provided by the community organization who requests a flag raising.
