Community-Based Hate Reporting Survey

Building a Safer, More Inclusive Community—Together

In response to increasing rates of hate activity in our communities, the Region of Durham and Victim Services of Durham Region have partnered to create a community-based hate reporting program.

Developed in consultation with human rights and religious organizations, as well as community service providers, this initiative aims to improve the rate of hate reporting and enhance support for impacted individuals by offering a reporting mechanism that strengthens community safety and inclusion.


What does the program consist of?

  • Creating an online hate reporting tool
    A secure and confidential way to report hate incidents—even those that don’t meet the threshold of criminality.
  • Providing wrap-around support services
    Immediate crisis response, intervention, practical assistance, and referrals for those impacted by hate crimes.
  • Data collection for change
    The tool will gather data on hate-motivated incidents to inform future prevention and support strategies.
