In 2022, Durham Regional Council passed a resolution identifying Durham Regional Local Housing Corporation (DRLHC) properties to be considered for revitalization. By redeveloping these properties, the Region of Durham will be:
Providing people with more high quality affordable housing.
Creating mixed income communities, with a mix of new market rentals and rent-geared-to-income homes
The revitalization will improve local communities, and will serve the needs of existing and future tenants by:
Creating vibrant, diverse and healthy neighbourhoods.
Providing a range of housing for diverse needs.
Creating new modernized housing.
Supporting a sense of community and pride of place.
The Region will be in contact with current tenants of each redevelopment site, to ensure they are given alternate housing well in advance of any revitalization work. Existing tenants will be given priority for newly designed and finished units.
409 Centre Street in Whitby
This redevelopment will replace an outdated two-storey, 16-unit seniors building with a new three-storey, 32-unit building.
Engagement opportunities for local residents will take place in 2025.
Anticipated construction date: 2026.
Christine Crescent in Oshawa
This redevelopment will replace 12 outdated semi-detached units with a new mid-rise apartment building and stacked townhouses totaling 165 units. Improvements will also be made to the neighbouring Chopin Park.
Engagement opportunities for existing residents and the community to date have included: meet and greets, neighbourhood walks, surveys, tenant drop-ins and community open houses. An online community meeting was held on February 28, 2024 to present the design concepts and obtain feedback.
A statutory public meeting was held at the City of Oshawa on February 3, 2025 to present the development and proposed changes to the City’s official plan.
Anticipated construction date: Commencing in 2026.

The redevelopment will replace 65 townhouse units with two new mid-rise apartment buildings, as well as stacked and back-to-back townhouses totaling 439 units.
Engagement opportunities for existing residents and the community to date have included: meet and greets, neighbourhood walks, surveys, tenant drop-ins and community open houses. An online community meeting was also held on February 28 to reveal the design concepts and obtain feedback.
Anticipated construction date: Commencing in 2028.
